Was an unrecognized state located on Efate, or Sandwich Island. It was established in 1889 in order to gain basic legal status, during the period when the New Hebrides was a neutral territory under the loose jurisdiction of the Anglo-French Joint Naval Commission.

  • August 1889: In 1889, the Anglo-French Joint Naval Commission awarded the territory to the Independent Commune of Franceville. Franceville was founded by French explorer Savorgnan de Brazza and was declared an independent commune by French naval officer Pierre Savorgnan de Brazza.

  • July 1890: In 1889, French naval officer Victor Girard established the Independent Commune of Franceville in present-day Gabon. The commune was intended to be a utopian society, but it was short-lived. By June 1890, the commune had been dismantled by the Anglo-French Joint Naval Commission.
